Indonesia lifts domestic testing requirements for foreign travelers

Indonesia just announced updated inter-regional travel regulations in Indonesia, which will apply from 29 August onwards.

DOMESTIC

Starting 29th August 2022, domestic travelers must adhere to the following travel requirement:
  • Unvaccinated traveler due to health conditions must present a letter from a Government Hospital
  • Domestic travelers must fill out an electronic health awareness card (e-HAC) in the Peduli Lindungi app prior to departure.
  • Travelers fulfilling the requirements above are no longer required to present antigen or PCR test results

INTERNATIONAL

TO INDONESIA

Free Visit Visa for Tourism Purposes
  1. Eligible for passport holders from ASEAN countries, i.e : (1) Brunei Darussalam, (2) Philippines, (3) Cambodia, (4) Laos, (5) Malaysia, (6) Myanmar, (7) Singapore, (8) Thailand, and (9) Vietnam.
  2. Available upon arrival at certain destination airports only i.e: Bali (DPS), Jakarta (CGK), Surabaya (SUB), Medan (KNO), Makassar (UPG), Manado (MDC), Yogyakarta (YIA), Batam (BTH) and Lombok (LOP).
  3. Includes a Visit Stay Permit for a maximum of 30 (thirty) days and non-extendable.
  4. Valid passport with a minimum validity period of 6 (six) months.
  5. Return ticket or onward ticket to another country.
  6. Eligible for foreigners visiting Indonesia for tourism purposes or for government duties related to international activities of a state or government nature.
  7. For government duty purposes, please provide an invitation letter to attend conferences/conventions/meetings issued by Ministries/Institutions/Agencies of the Republic of Indonesia.
  8. Foreigners can exit from any Immigration Checkpoints.

Visa on Arrival (VoA) for Tourism Purpose
  1.   4. For government duty purposes, please provide an invitation letter to attend conferences/conventions/meetings issued by Ministries/Institutions/Agencies of the Republic of Indonesia.
  5. Visa on Arrival carries a Visit Stay Permit with a maximum period of 30 (thirty) days which can be extended for a maximum of 1 (one) extension for a period of 30 (thirty) days at the Immigration Office in the area of residence and is not transferable, 
  6. Foreigners can exit from any Immigration Checkpoints,
  7. The applicable tariff for Visa on Arrival is Rp500.000,-
  8. Valid passport with a minimum validity period of 6 (six) months.
  9. Return ticket or onward ticket to another country.
  10. Other required documents in accordance with the Covid-19 Task Force regulations.

PeduliLindungi Mobile Application. All International Travelers, both Indonesian Citizens (WNI) and Foreign Citizens (WNA) are required to:
  1. Use the PeduliLindung application for international travel to enter the territory of Indonesia;
  2. Effective from 5th April 2022, international travellers to Indonesia are only required to download PeduliLindungi mobile app and complete their user profile in the app.

Vaccination card or certificateAll international travelers must present a vaccination card or certificate (physical or digital) that shows the traveler has received the full dose of COVID-19 vaccine at least 14 (fourteen) days before departure. The following conditions apply:
  1. The vaccination card or certificate (physical or digital) must be written in English, in addition to the language of the country of origin.
  2. Indonesian citizens who have not been vaccinated abroad will be vaccinated at entry point after taking the PCR test on arrival with a negative test results or at the quarantine place after the second RT-PCR examination is carried out with negative results;
  3. Foreigners who have not been vaccinated abroad will be vaccinated at entry point after taking the PCR test on arrival with a negative test results or at the quarantine place after the second RT-PCR examination is carried out with negative results, under the following conditions:
    • Foreigners aged 6 — 17 years;
    • Holders of diplomatic residence permits and official residence permits; and/or
    • Holders of a limited stay permit card (KITAS) and a permanent residence permit card (KITAP)
  4. Foreigners who are already in Indonesia and will travel, both domestically and internationally, are required to be vaccinated through a program or mutual cooperation scheme in accordance with statutory regulations;
  5. The obligation to present a COVID-19 vaccination card or certificate (physical or digital) is excluded for: 
    • Foreigners who hold diplomatic visas and service visas related to official/state visits of foreign officials at ministerial level and above and foreigners who enter Indonesia under the Travel Corridor Arrangement scheme, according to the principle of reciprocity while still implementing strict health protocols;
    • Foreigners who have not been vaccinated and intend to travel domestically and continue with the aim of taking international flights out of the Republic of Indonesia are allowed not to show their COVID-19 vaccination card/certificate as long as they do not leave the airport area during transit waiting for the international flight, provided that the traveler:
      • has been permitted by the local Port Health Office to carry out domestic trips with the aim of being able to continue their flights out of Indonesia; and
      • shows the schedule of flight tickets outside Indonesia for direct transit from the city of departure to the international airport in the territory of the Republic of Indonesia with the final destination to the destination country.
    • International travelers under 18 years of age; and
    • International travelers with special health conditions or comorbid diseases that prevent them from receiving vaccines, with the condition that they must attach a doctor’s certificate from the Government Hospital of the country of departure stating that the person concerned has not and/or is unable to take the COVID-19 vaccination.


Health Observation
  1. Overseas travelers will undergo a Covid-19 symptoms check including body temperature check upon arrival
  2. If you have no symptoms and with a body temperature below 37.5 degrees Celsius, you may continue the journey provided that you have been vaccinated with the second or third dose.
  3. If you show any symptoms and/or with a body temperature above 37.5 degrees Celsius, you must take a PCR test, at your own expense for foreigners or borne by the government for Indonesian citizens.
  4. Overseas travelers who are waiting for their PCR test result should wait at the hotel, accommodation or place of residence, and are not allowed to leave the room while waiting for the results.
  5. Overseas travelers who have not been vaccinated or only taken the first dose are required to quarantine 5 x 24 hours in hotels or accommodations that have been certified CHSE and recommended by the government, as well as retest on the 4th day of quarantine. Centralized quarantine facilities are only available for Indonesian citizens with certain travel categories and are not available in all destination cities.
  6. If the test result is positive, then treatment will be carried out in a centralized isolation facility for people without symptoms and people with mild symptoms, or at an appointed hospital for people with moderate and severe symptoms. For Indonesian citizens at the expense of the government, and for foreigners entirely borne by their own..
  7. Travelers of certain categories may be exempted from quarantine requirements.
